Delhi’s Health Minister Satyendar Jain has received global praise for developing a new model of Universal Health Care (UHC) through Mohalla Clinics and Polyclinics. Former United Nations Secretary General Kofi Annan, the world’s leading medical journal Lancet and Stanford University’s Social Innovation Review have all endorsed Delhi’s healthcare reforms.

Last month, CM Arvind Kejriwal announced that Delhi residents can get 52 life-saving surgeries conducted at empanelled private hospitals if the waiting period at government hospitals is more than 30 days. In one stroke, the AAP government has made expensive tertiary care accessible to the common man while creating a performance benchmark for government hospitals.

But what is the economic logic behind AAP government’s universal healthcare model? How does the Delhi government afford to provide such services, and still end up with a surplus budget? Health Minister Satyendar Jain explains in this insightful interview.
